This work is principally a republication of a series of approximately 100 articles in prose and verse originally published in the 'Boston Investigator' several years before, often using the old sheets and title pages. Lewis Masquerier (1802-1888) Kentucky-born printer, sociologist and pioneer in phonetic spelling, invented a new alphabet of 11 vowels and 22 consonants. He moved and joined the 'workies' in New York. Influenced by George Henry Evans, he developed a plan for an agrarian Utopia, in which the wage system and rents would be abolished, and his individualism eventually led him to anarchism. In 1845 he was the candidate of the Land Reform party for governor of the state of New York. Masquerier believes that the land should be divided by mathematical lines into states, townships and homesteads, that newspapers should be entirely unrestricted in the utterance of their opinions, and that the sexes should live apart. He was closely allied with George Henry Evans, and wrote for a number of his papers. Front endpaper browned from previous insert. 46 pages. A fictional accounting of the conference debate on ending war, imagining various historical characters as attendees. The peace conference was proposed on August 29, 1898 by Russian Tsar Nicholas II. Nicholas and Count Mikhail Nikolayevich Muravyov, his foreign minister, were instrumental in initiating the conference. It was held from May 18, 1899 and signed on July 29 of that year, and entered into force on September 4, 1900. The Conference was not without important results: First, it produced a convention for the Pacific Settlement of Disputes-which resulted in the establishment of the Permanent Court of Arbitration; secondly, an issue on Laws and Customs of War on Land known as The Hague Convention remains as the most important source of humanitarian law today; and a third concerning Maritime Warfare. The conference adopted Declarations to the effect that throwing projectiles from balloons and other aircraft had an indiscriminate effect on civilians, and the use of asphyxiating gases and dum dum bullets should be forbidden because of their inhumane nature.
